CarTimes Capital Pte. Ltd. (CTCA), the auto financing arm of CarTimes Group in Singapore, today announced the launch of the CarTimes Relief for PHV Drivers Program — a S$200 cash payout via PayNow for eligible private hire vehicle (PHV) drivers in Singapore who are existing customers of the company.
The initiative comes in direct response to the sharp rise in global fuel prices triggered by escalating geopolitical tensions in the Middle East, which have placed significant financial strain on Singapore’s private hire driver community.
The launch follows the formalisation of a strategic auto financing partnership between CARSOME, CarTimes and JACCS Co., Ltd. on 7 April 2026 — a signing ceremony witnessed by Mr. Toru Hotta, Deputy Chief of Mission & Minister, Embassy of Japan in Singapore. The partnership, anchored through CarTimes Capital Pte. Ltd. (CTCA) marks JACCS’ sixth entry into ASEAN and builds on JACCS’ acquisition of a 49% stake in CTCA announced in February 2026. CTCA’s launch of the CarTimes Relief for PHV Drivers Program reflects the partnership’s commitment, from day one, to translating financial capability into tangible community support.
The CarTimes Relief for PHV Drivers Program is designed to complement and align with the Singapore Government’s own S$200 cash relief announced on 7 April 2026, which the Government is disbursing to eligible platform workers, private hire car drivers and taxi drivers from end-April 2026 in response to the same crisis. By launching this parallel programme for its existing PHV customers, CTCA aims to ensure that its driver community receives timely, layered support — over and above what the Government has committed.

PHV drivers — many of whom rely on daily fuel expenditure as their single largest operating cost — have seen pump prices surge in recent weeks. Unlike salaried employees, PHV drivers have no employer-funded safety nets to absorb these shocks.
The CarTimes Relief for PHV Drivers Program addresses this gap directly. In a move that mirrors the Singapore Government’s own S$200 cash relief for platform workers announced on 7 April 2026, CTCA’s program provides an additional S$200 payout — disbursed via PayNow to each eligible driver’s official PayNow account. Drivers are required to submit an application through CarTimes’ online webform. Eligible customers will be notified on the process of payout.
